Medical Cannabis has been allowed in Thailand since its announcement in 2017 by Ministry of Health, the first in Southeast Asia.
Yet, restrictions still intact.

Thailand’s Food and Drug Administration (FDA) allow government agencies, private companies, farmers and the public to apply to grow hemp from January 29 after the Public Health Ministry removed the plant species from the category V narcotics list in November.
Hemp fiber and its oil extract are also allowed for use as material or ingredients in the textile, food and beverage, food supplementary, and cosmetics industries
The Cabinet amended the Narcotics Act on Aug 4, to allow private medical operators — a category including Thai traditional medicine practitioners and farmers — to grow and trade the crop including for both export and import. They need to proceed to received the permission. Only medical practitioner whom receive official medical cannabis training are given A OK.
Marijuana cultivation and dispensing is currently done solely by government agencies or closely regulated organisations such as university, research institute, community enterprise, to restrict uncontrolled use to fragile group such as teens or youngster.
The government has invested majorly in the extraction, distillation and marketing of cannabis oils via Government Pharmaceutical Organization for use in the health industry. Their new plantation, blessed by Health Minister in early October 2020, will house 1,300 plants within its 1,550-square-metre facility.
Cannabis remains a category-five drug, meaning recreational use is forbidden.
Growing number of hospital and clinics is able to prescribe licensed medical use of cannabis in isolate THC/CBD and traditional form of Thai pharmacopoeia. However, only a handful of clinician are well-known to be expert in the actual medical use in patients. Pilot clinic, specialising in traditional and alternative cannabis-based medicine, located at the Ministry of Health provide low cannabinoid potency for patients such as late-stage cancer, Parkinson’s disease, Chronic disease. “We cannot produce enough doctors with expertise in cannabis” Minister Anutin claimed.
The GPO has achieved the Research I stage with production of sublingual drop by indoor cultivation with Aeroponics technology, one of the systems of cannabis cultivation. Pathumthani Plantation has been planted since February 2019, the country’s default legal medical syringe, which has been experimentally produced and distributed to hospitals. Three main forms of cannabis-based pharmaceutical products are CBD, THC, and THC: CBD 1: 1.
Things are looking brighter for Hemp, refers to specific strains or varieties of the cannabis plant that consistently have no more than 0.3% THC in the flowering heads, branches or leaves. For Thailand, legal Hemp need to have no more than 0.1% THC. Before the 2020 ends, we hope to see promising announcement of new regulations for Hemp-derived products, including cultivation, extraction, and product development by general public. It is not classified as a drug, hence faster unlock. Hemp-derived CBD is been highly popularized in health and wellness industry.
Dr.Jintana Manorompatrasal of Sawasdee Clinic is working on the early stages clinical research in arms with multiple stakeholders in medical field for conditions treatment such as palliative care, cancer, neuromuscular disorders with medicinal cannabinoid and Thai pharmacopeia.
Thailand’s development and driving of medical cannabis use need a further study on its safety standard and plan to systematically enter the competitive market. Thailand’s Ministry of Public Health works with multiple stakeholder such as university, public and private sectors in the development of research with core plans as follows :

An observational research project and collected data in patients with Multiple Sclerosis, Pediatric Epilepsy and use to relieve nausea and vomiting from chemotherapy.
- Research to prove indications currently available cannabis extract may benefit, for example, in late-stage cancer patients. Parkinson’s patients Alzheimer’s patients Patients with psoriasis, etc.
- Research to develop cannabis extract as a future drug For diseases / symptoms in the group where the current data indicates Cannabis extracts may have benefits, such as the development of cannabinoids to treat cancer.
- Research to develop usage patterns of cannabis extract for patient convenience
- Research to develop detection kits for various risks In medical science such as
- Detection of cannabinoids in products
- Developing a genetic test at risk for psychotic symptoms. The risk of amnesia, the risk of cannabis extract in the THC group and the risk of acute toxicity from the use of various forms of cannabis extract, etc.
- Detection of cannabinoids in products
